Germany did well maintaining the lockdown despite its residents restricting it. They just did not order enough vaccination. I have had to fight with doctors to inject my under 60 parents because I expose them to the virus everyday. They have so far got one shot.

India maintained strict lockdown then opened all at once. after the third wave, the things are now slowly getting back to normal. Biut here, the lockdown kills the poor. corona or not.

America has stepped up vaccinations and getting back to normal. So I guess, this is the way to go!
